Twenty-five years ago I looked up the definition of “Wetland”. IIRC, it was “Any land where the ground in saturated within 18 inches of the surface for 30 days out of the year.”
“Wetlands” was also determined by types of vegetation, among which “Dogwood” was listed. At the time we lived on a small ridge line at least 300 feet above the elevation of the creek.
Yep, we had dogwoods AND saturated ground less than 18” down (clay) during April, at least.

PS I really like the logic that “If an amoeba can swim across it, it is navigable waters.”
