The whole convoluted and corrupt Clinton mess is beyond rationale... the ONLY thing that we CAN know is that unchecked, unaccountable and wholesale, grasping greed IS what the Clintons are all about.
I don't think THEY know or even care HOW their ‘foundation’ sucks in money like a Hoover sweeper... they only care that it DOES.
