The 60 day period only serves as a time where the public speaks to (effectively) deaf ears - as the final agreement comes from the secret negotiations and meaningless sops to the public.
Supporting a process (such as the TPA) that enables even more mystery meat (beyond the TPP) makes no sense. It bypasses the governed except for public relations purposes.
