I keep hearing stories about how Texas is suffering from the terrible drought. Does this mean it’s over?

Yes. These recent rains/floods have ended our drought...according to all the weather folks.

No, the drought isn’t over but the rain is helping a lot moving us from exceptional and extreme drought status to moderate in the middle of the state and normal for the west and east. Lake Travis, near Austin is 55% full / 32 feet below full. Lake Buchanan, upstream from of Austin, is 41% full so we still have a way to go.
