You are mistaken Timber. You indeed can Impeach a constitutional officer or cabinet member post resignation. It is called Late Impeachment and it has been done before.

Impeachment started as a tool for Parliament to block the appointment of ministers by the king. Later, the punishments were extended to include removal.
The Senate can impose two, distinct punishments upon individuals accused of treason, bribery, or other high crimes and misdemeanors. The first, removal from office, does not apply to Mrs. Clinton as she presently holds no office.
The second, disqualification from any office of trust or profit under the United States, certainly does apply to her, and it is a perfect use of the Congress' impeachment power.
That’s why I think a number of these “conservative” PACs are actually funded by the Left to discredit conservatives.
