How does one “obstruct justice” by throwing an object through a restaurant window and injuring a patron?

It seems that the charge was brought when the rioters were told to move back.
It reads that they broke the window when told this, and passed the threshold
of patience with them.

Either that or the time line from the journalistic point of view is misconstrued
from the facts given to them. It just got bundled in.
