In Philly, Broad St. takes the place of what would have been 14th St. The two incidents were 9 blocks apart and 15 minutes apart. You could walk that distance in that amount of time, but not carrying a weapon openly.

But the point of projectile impact and the point of derailment could be some distance apart.
They are speaking of an impact on the locomotive that may have affected the throttle controls, which caused acceleration, which then caused derailment at the next turn, some miles later.
