Harris became the city attorney of San Francisco when they elected Terence Hallinan as the first defense attorney to become the San Francisco Attorney General. Being of like mind, the changed the prosecutorial direction away from traditional law and order and towards defendant's rights, such as declining to seek the death penalty for cop-killers and gangs. Although convictions went up during her tenure, incarcerations went down.

Harris eventually ousted Hallinan and became the city Attorney General, and then California Attorney General.

She is a leftist who is for gun control, against the death penalty, for lenient sentencing, for same-sex marriage, supports sanctuary cities for illegal aliens, and strong on environmental protection laws.
