No, he didn’t. In these cases it is cloture that matters. He voted correctly on that. On his Senate vote, he voted to have a continuing voice in the discussion. He votes no, he loses that voice.

Thjere is a “continuing” voice but no possible influence. He voted to let it go forward with the proviso that the Senate gets to approve or did approve the end product. So it comes back for approval- All the Democrats vote for approval and 6 to 12 Republicans. It is approved. So the Republicans vote solidly against it, it is not enough to get cloture. So they get cloture then what? It gets sent to the Sultan who vetos it. Where is the Republican approval vote now? Everything after the McConnell maneuver and the gope/Dem vote to remove treaty status from the agreement is purely symbolic voting and a presidential aspirant really should get right with those symbols. Either he misapprehended the nature and import of the vote, which bodes ill for Presidential judgment, or his heart is with McConnell/Hussein. Neither is good.
