Check out this vid from Ft. Lauderdale recently. I’m sure you’ll find this meeting your definition of a metro area. Also, other cities have had drills with helicopters recently. Jade Helm was never intentionally released to the public; it was leaked, then denied and finally confirmed by the military. I should add that JH is also a dissident extraction drill.
If a JH type operation did go live, the first thing would be dissident extraction, quickly followed by regional martial law of key areas, checkpoints, more travel restrictions, Internet censorship/shutdown, bank shutdowns. The secret TPP could be a means towards to supranational currency (or radical currency change), supranational gov structures.
Once the “crisis” happens, a JH type operation will go live very quickly.

I would also think that “armed and dangerous” warrants would be issued for all those who registered their guns or were otherwise listed. The intent being “Let the cops face the music when trying to arrest these nuts.”
