I guess that’s what I was trying to convey. I suppose that the judge can’t direct the prosecutor to dismiss the charges, but he does that de facto by ruling on the admissibility of the evidence. And I will bet that he can also have a “discussion in chambers” and “recommend” a course of action to the prosecutor.

The 'day after' Mayor Rawlings met with Lynch, in a 'closed door' meeting, she called for a federal investigation of the police dept. ...Some interesting facts discovered also is that Baltimore has already been participating in 'a voluntary Justice Department review'which was requested by Rawlings-Blake and Batts 'LAST FALL'. ....It would enable police to implement reforms without a court order or independent monitor....also around that time..LAST NOV. ....Baltimore City Council passed a bill for all Baltimore cops to wear body cameras which passed 12-1. The bill had widespread support among the public. Mayor Rawlings vetoed the bill..... Meanwhile both Rawlings and Mosley are being coached from Washington and other outsiders...of that I have no doubt.
