Islam, like Christianity and Judaism, has various levels of participation. The problem is the core doctrines of the faith are independent of any particular adherent's belief or participation. So while there are plenty of good people who are muslim, there are NOT ANY good people who are "devout" Muslims. The two concepts are simply mutually exclusive.
