Why not just have all people run West for a hundred yards, then walk back East to the starting point. That will slow down the planet, making the day longer and warming things up.
The key is the differential speeds, which transfer momentum to the planetary rotation!

Have all the airplanes in the world point their tails to the East, lock their brakes and go full throttle...all at the same time.
