Interesting points. The problem is that the Democratic Party and the political caste of those places have a vested interest in resisting any change and crushing any new ideas.

John Blake certainly nailed that one. In Baltimore, the inmates (and potential inmates) are indeed running the asylum as law enforcement is told to stand down.
How long will it take for Baltimore to become another collapsed city like Detroit?
