With the elimination of any John Doe Muslim ties, the OKC bombers provided justification for the entire 'bitter clinger homegrown terrorist' meme, one which was used to mask Muslim terrorist activities (along with CIA generated cartoons of center fuel tank explosions) until 9/11.
The Clintons played that meme into the Assault Weapons ban and other regulations and programs which have only grown in scope if there was no statutory sunset date established. The SPLC, already with the ear of the administration, established itself as one of the experts on who is and isn't a terrorist in the US, and has maintained a strong influence on who Federal Agencies percieve as a threat.
Armed Christians who believe in Original (Constitutional) Intent and traditional values are on the list.
Considering that the action was the worst possible sort of event at the worst possible time for those of us who were pushing to have the Assault Weapons Ban repealed, and that the backlash against the Militia movmement was strong enough to either drive it underground or relegate any notice of Federal power grabs or overreach to the crap bucket of "conspiracy theory" in the media, the event there could have done little better for an administration power grab if it had been orchestrated by the administration itself.
Note, too, that the sense in the media was that this was a 'payback' for events at Mt. Carmel in Waco, and that the investigations of that massacre were soft-pedaled after the bombing.
For those who understand the PSYOP end of asymmetrical warfare, this was a decided victory--for the Clinton Administration.
For patriots, it could not have been a worse event at a worse time.
