But its highly unlikely that a handcuffed young man could accomplish it. With him in the back of a vehicle with his hands handcuffed behind him, its much more likely it was the starting and stopping and turning. Remember he cant hold on... How come the other guy in the van wasn't dead too?

I’m trying to figure out why the other guy was picked up, thrown in a paddy waggon, arrested, hand cuffed, taken to the station.... but not charged with anything.

Maybe he was buckled in or just lucky. And not being buckled in doesn’t assure instant death. It just makes serious injury more likely.
