GPS/cell phone coordinates don't work like that. You couldn't tell, for instance, if the van stopped short a couple of times, took a couple of sharp turns, etc. They just don't have that level of precision.
You could time the distance between a couple of the stops. Determine recklessness or not, no? Perhaps these vans have more sophisticated internal telemetry data?
The stop (iirc 2nd) that was away from the others and not reported is the smoking gun. No reason to go in that direction —away from all others and there WAS a reason it wasn’t reported
