It means judging others primarily by their race. That is a liberal trait.

xenophobia is a natural human trait. this behavior can be modified, but only under certain circumstances.
Of course we do, we're being accused of it in virtually every newspaper article being printed.

Another liberal trait is to accuse a business owner of racial discrimination for failing to offer their services to an area that is unlikely to fulfill their financial obligation to such business owner.
Since when has private business been forced to offer their services to any area they feel is not financially productive?
