This is, in part, wee barry and his administration's fault and ALL of the Dems who ignored Daniel P. Moynihan's report r50 years ago. Instead, BIG GOVERNMENT stepped in, spent TRILLIONS of dollars on "poor blacks", which has resulted in making them not only poorer, but uncivilized to boot.
