Yes, one must never arrest a black absent five black witnesses to the alleged occurrence. In addition, no jury trying a black shall have any whites on the panel. Lastly, the judge, attorneys, court clerk and stenographer shall all be black. One of the rules of evidence being no white man may testify against any black.
