I completely agree.

This was without any doubt an excessive fine in violation of the 8th Amendment. There is no way an administrative law judge has the power or authority to demand that kind of payment for a diminimus and questionable violation of any law.

Excessive bail shall not be required, nor excessive fines imposed, nor cruel and unusual punishments inflicted

The term you are looking for is " de minimus", meaning "about minimal things".

There is no way to prove any damages worth $135,000.
