It could be that they did not KNOW she was breaking policy until they investigated the robbery.
Her store got robbed. When they reported the robbery, the owners could see how much money was stolen from the registers. They note that the robbery cost them a lot more than they expected, because their policy limits how much money a robber can steal.
Maybe their insurance policy is based on the policy, and because there was too much cash in the register, the policy won’t pay for the excess.
SO they ask about it, and find out that this manager has always been letting the tellers have too much money in the registers. So, she “regularly broke policy”.
At least, that is one possibility of what happened.

Holcomb had a meeting Wednesday with Amin Dhanani, owner of Z&H Foods.
“He just apologized and pretty much offered me if I wanted to go back to his business and work there again,” she told KHOU-TV. She said Dhanani’s offer included $2,000 in back pay for the work she has missed. Holcomb said she has not decided whether to accept the offer.
