So, let’s say that you leased an apartment several years ago and management changes hands and the new managers want to/do “impose” a no smoking policy. Would it be the impetus for a smoker to have to move? We have a house on an acre and we don’t smoke inside the house but only in the garage or outside. Hopefully the neighbors don’t get po’d when we’re outside. :>}

I don’t think the management should change the policy but the building owner could. In which case he would probably lose tenants for a while until he got all smoking tenants, if that’s what he wants.
