South Gate Police should have at least made the show of trying to arrest the guy as soon as they determined who he is. All the crap about administrative discipline and so on is just a way to keep the people responsible from answering for their actions under the color of law.

One does not have to be a legal scholar to know the "sheepdogs" are more concerned about the other dogs than the sheep....
