Can someone explain why Marco Rubio gets more credit for being Latino than Ted Cruz?

I don’t know if it’s the reason, but Cruz’s mom is white and both Rubios parents are Cuban.

Because both parents are Cuban and he speaks Spanish. In Cruz’s case one parent is hispanic (Cuban) and Cruz does not speak Spanish.
