The Constitution prohibits the President and VP from being from the same state.
But, theoretically, one or the other could switch residences. Would probably have to be Bush, since it would complicate things for Rubio being a sitting Senator from FL.
But Bush could easily switch residences to TX or ME, where he has history and strong family ties. Like how Cheney switched from TX to WY in 2000 to run with GWB.

LBJ could have picked John Connally in 1964 since the election was going to be such a landslide that he wouldn't need to have Texas' electoral votes for his VP candidate, but situations like that are rare.
