The Twelfth Amendment makes it difficult for both the presidential and vice presidential candidates to be from the same state when that state has a large number of Electoral college votes.
As I mentioned earlier, Cheney got around this in 2000 by declaring his legal residence in Wyoming even though he was living in Texas. Not sure if Rubio could pull this off, but Jeb could probably claim a legal residence at any Bush family property in ME, TX, or wherever else.
