Theres Queen of Mean Leona Helmsley, who (according to a former maids testimony) boasted that only the little people pay taxes, and self-styled Queen of IRS Tax Fraud Rashia Wilson, who filed for millions in phony refunds using stolen IDs, then boasted on Facebook that if you think that indicting me will be easy, it wont. I promise you. I wont do no time. Status update: last month, a Federal judge re-sentenced Wilson to 21 years in the Federal pen.

I guess Al Capone must have had a split personality since he was numbers 1 and 4 on the list.
