The guy on the horse tried to comply, he laid face down and put his hands behind his back for cuffing, but they beat him mercilessly, and the other cops would run up, and without even being involved, would want to squeeze in to get in some kicks.
Heads should roll.

At no time was this man a threat to this officer. The cop was rightly charged with murder. Sad.

This police officer was on a fishing expedition. Remember the reason for the stop was a broken tail light (oldest police excuse in the book) where if he was a true civil servant he would have told him about the tail light and let him go. But no, he was running the license and if Scott had not ran he would have ended up with a ticket or the police officer would have done something to provoke an incident.
This police officer was a bad one who had no problem shooting somebody, and we will probably find that he had had complaints that had been buried by his superiors.
