Here is the cop picking up what had appeared to be the taser that he had tossed behind him, he walked from the body back to his shooting position to pick it up, and then walked back to the body and drops something at the body, that seems to be this item.

Actually he ran back to pick it up then droped it by the body. Guess he knew had to hurry up before more investigators arrived.
