I don’t think so, at least for the reason your post suggests. I think that the ruskies would like to have an honest government in the U.S. It would benefit them.

Metropolitan DC news was that some small electrical malfunction perhaps 40 miles away is what shut down electricity at the White House, State Dept., and perhaps 15 subway stations. Reported definitely not terrorism related.
