To my knowledge there is no such statute. This is the result of a very bad SCOTUS decision: US v. Wong Kim Ark. I wrote an article about that here.

What do they expect? Everyone hates a cheater. It seems to be ingrained in our DNA. Illegals are cheaters. They broke our laws entering the country, they broke our laws fabricating identities, and documentation to get jobs, and government assistance. There should be no surprise at these numbers. The surprise is, the idiot Republicans can’t harness this anger to record a victory.
