not too many years ago, every home in California had its own well. The state is basically at sea level so the water table has to be fairly shallow....sand points and other quick drilling tools should still be available somewhere.

pound down a point and see what happens...maybe nothing, maybe free water...

those in cities or most towns and villages will never be allowed to do anything that simple...not in Califronia
