OOOOHHHH I see. It's like - the law says that speed limits for automobiles may be established, but no one may be arrested for driving faster than the posted speed limit.

You just described Indianas speed limit. If it’s posted 60 there is no fine unless the person is driving 10 miles above the limit. So actually the limit is 70
