Since the problem is about businesses being forced to serve gay weddings, couldn’t there be a clause that limits the option of refusing to do work for gay wedding services only? For instance, a baker could refuse to bake a wedding cake for gays but would not be able to refuse service for other kinds of cakes. The problem is with the cakes that will actually be used for the weddings and not with any other product of the bakery such as regular cakes, cookies, bread etc.

This could also be applied to other services such as florists, printers etc.
