Why would city employees need to travel on official bidness outside the State? If you check the City of Seattle travel expense reimbursements for the past several years I'm sure you will find numerous trips to LA, San Fran, Vegas, NYC maybe even Honolulu, London, Paris, Geneva...

Why would city employees need to travel on official bidness outside the State? Well, besides junkets disguised as "official business", there's training, professional conferences, national association meetings, etc.
