In short, all Walker had to do was move his wrist and sign the bills as the Chief Executive of Wisconsin, the Legislature of Wisconsin did all the heavy work of creating the bill and getting it through the congress of Wisconsin. If Walker even didn't have one GOP-Controlled chamber of the Wis. Legislature he would not have had anything to sign.

Without the GOP Legislature sending him bills to sign, he would not have accomplished a thing.
