If Iran gets everything they want out of this, why bother?

Iran wants the sanctions lifted.

So far as the US is concerned, that's the job of Congress.

And, right now, I don't think Congress is going to lift them.

Does that mean if Obama signs off on this without senate approval could congress without the President’s blessing increase the sanctions?
