Hubby to Friend: I cut her spending by 50%!
Friend to Hubby: But the numbers show you spent more than twice what you had. How did you swing that?

Why not use the same standard for foreign negotiations: Trust but verify! Each and every year, the congress ought to measure the reduction, and adjust accordingly.
