One controls a ship of state, the other a ship of the air.

One controls a ship and establishes a descent gradual enough so as not to alarm a majority of the passengers, and then rides that ship into the ground.

The other controls a ship of state and establishes an economic descent gradual enough so as not to alarm a majority of the citizens (debt spending, freebies for all, but the effect is a declining monetary environment) and then rides that ship of state into the ground... as a crazed muslim with a case of suicidal Instant Jihad Syndrome.
