Now that I think further about this it probably is a scheme to set up stricter protocols for reporting inheritances so they can tax gifts / inheritances.

If they can get a failed drug test even if it's a false positive they get to keep the money (like civil asset forfeiture), and it will be your responsibility to take them to court and prove them wrong to get it back.
