Not signing one is the best thing she could have done.

Not signing it is against policy, but it is not a crime. It certainly is not perjury.

I know any time I left a job with any level of security, if I did not sign the docs, I did not get my check.

Or, alternatively, she did sign it. However, since it has incriminating info, there is now ‘no record’ of her signing it.
