We just now know that the students quit OU before being expelled.

A school cannot expel you if you quit.

Now, please explain how one would sue a school that did not expel them, for expelling them?

Not necessarily. If an employer gives you a choice of "resign or be fired", you can still sue the employer for wrongful termination. Similarly, if it can be shown that the students were given a choice of quitting or being formally expelled, then they can still go after the university for violation of their Constitutional rights.
