"Formerly staged" means staged previously but not any more (the status of the photos having changed). Agree with your comment that the choice of words was crappy,,,, but that's what I think he meant. I can't imagine that he meant 'formally.'

'Formally staged' makes no sense because what would 'informally staged' mean? Redundant at best.
'Formerly staged' is stupid too. Former to what? If it was former to Putin's "death" isn't that obvious (Weekend at Bernie's notwithstanding)?
