It wasn't clear that it was going to stop Obama from doing anything wrt illegals.
The Dems were claiming that charging the illegals those 'fees' would pay for processing them even without a DHS bill..

The Dems were claiming that charging the illegals those 'fees' would pay for processing them even without a DHS bill.. Not one dollar can be spent by the federal government unless the appropriation is approved by Congress, regardless of the source of the funding. So even those fees that are collected could not be spent to pay for the processing unless Congress approves - which they just did by passing the bill.
