Here is the uncomfortable truth: if blacks from Africa had landed on our shores and never been subjected to slavery or segregation, they'd be in virtually the same situation where they are now.
Certainly, misguided social engineering plans like The Great Society and subsequent programs made things worse. But their own personal weaknesses relegate most blacks to their present conditions. The only solution to improvement of blacks is to try and separate the Black Underclass from the rest of American society and diminish their numbers.

Biological treatment helps. There are chemicals right now that seem to temporarily improve memory.(Memory is a feature of cognitive ability.) There are some medications that help control impulse. The problem is that due to misguided propaganda and a desire to control NOT to help the biological treatment avenue is not explored. In fact, that there is even a problem is publicly denied.
