The bill would give the attorney general discretion to deny the transfer of a firearm if he or she determines that the transferee is known (or appropriately suspected) to be or have been engaged in conduct constituting, in preparation for, in aid of, or related to terrorism, or providing material support or resources for terrorism and has a reasonable belief that the prospective transferee may use a firearm in connection with terrorism. It includes international and domestic terrorism
And therein lies the problem.
The attorney general can deny anyone their rights for just about any reason. Post something online that is critical of the government? You are a domestic terrorist. No guns for you.

How would the AG know who is an actual, suspected or potential terrorist to begin with?
This would require a massive increase in government surveillance of the general populace, wouldn’t it? Plus the compulation and maintenance of lists. AND a means of providing the information in those lists to people who might want to sell/transfer a weapon to another person.
No matter tho, this isn’t going anywhere in the current Congress. I do pitty the Republican(s) who support it.

As noted above, if they can show someone fits this definition then they have probable cause to arrest them on terrorism charges. It's clear the bill is actually intended to disarm vets, Christian conservatives, anti-abortion protestors and Tea Party types.
