The article states A field test in Columbia, S.C., is scheduled to begin this spring.
That means the field test was spring of 2014. Not 2015.
Is this fear porn? Or has this been resurrected with the Net Neutrality vote today?

Thanks for pointing out the date on the article. Sometimes our reaction to recent events cause over-concern. (Although the way zero is going we can expect this to be in play at some point.)
Utility regulations control usage, pricing, taxation, etc.
Making internet a utility places it under their control. They will be able to claim that the critical information needs of this or that "community" is not being served "properly", that this or that website is "biased", that an ISP must provide "balance" in the websites made available over their network. etc. We know their intentions.
