If the documents they “served” were worded properly I don’t see how they would be illegal. If the wording was something to the effect of “requesting your presence” and was not demanding I see no problem with it. Those served would have been free to ignore it. If the ROT folks saw fit to pursue it further then their actions could have become illegal.

Well, that’s kinda the point of the heavy handed police types. A “non-legal” serving is meaningless. The existing
structure is threatened, and there must be some aspect of the “filing/serving” that was illegal— let’s hope anyway. So, scared they came in with force and “data mining”
