First, he did graduate from the Ranger School and receive the Ranger Tab. The Ranger school is not integrated with the 75th Ranger Regiment, but the Rangers keep an extremely close relationship with that school for obvious reasons. Second, he admitted that he wasn’t organically assigned to a Ranger unit. But those guys who’ve been through the hell of that school always consider themselves Ranger qualified, and I have ZERO doubt that the assignments branch also considers them Ranger qualified. They simply are.
